We help you with your EPR compliance requirements in France by reporting and paying eco-contribution fees on your behalf

Dear Seller,

If you sell products in a category relevant for Extended Producer Responsibility (EPR) on Amazon.fr to customers with a shipping address in France, including French overseas territories, you must provide Amazon with a valid Unique Identification Number (UIN) for the category. As of 2023, this applies to 15 product categories that are sold on Amazon.fr. You can learn more here.

Unless you provide Amazon with a valid UIN in the relevant EPR category by March 31,2023, you will be automatically enrolled in Amazon’s Pay on Behalf service for the period between January 31, 2023 to March 31,2023 so you can continue selling on Amazon.fr. Under the service, Amazon will report and pay eco-contribution fees on your behalf for your sales on Amazon.fr, and then recover these amounts from your seller account in accordance with the terms and conditions specified here.

How does Pay on Behalf work?

Pay on behalf simplifies the EPR reporting process for you in categories relevant for EPR in France and seamlessly allows you to continue selling your products on Amazon.fr. As part of the service, Amazon offers the following support in each reporting cycle subject to the Pay on Behalf Policy:

1. Amazon prepares and submits declaration reports for your sales in each category. These reports are submitted to qualified Producer Responsibility Organizations (i.e., PROs) selected by Amazon and contain the sales and product details that these PROs request (for e.g., quantities, device type and product attributes).

2. Amazon pays the applicable eco-contribution fees in each category. The eco-contribution fees are calculated based on your EPR-applicable sales and the rate cards set by the qualified PRO(s) selected by Amazon.

3. Amazon recovers the eco-contribution fees paid on your behalf and, if applicable, charges a service fees from your seller account (see details below).

4. Amazon offers dedicated customer support in English, French, Chinese, German, Italian and Spanish.

The reporting cycle may be quarterly, semi-annual or annual cycles, depending on the EPR category and the qualified PRO(s) selected by Amazon. You can learn more by visiting our Pay on Behalf page or our Help page.

  
How much does the service cost?

For the Pay on Behalf services that Amazon provides to you in respect of your relevant sales in 2023 and beyond on Amazon.fr, Amazon will charge a service fee of €24.99 + 3% of the eco-contribution fees paid on your behalf in each year, for each relevant EPR category. This service fee is in addition to the eco-contribution fees that Amazon will pay on behalf of your sales and then recover from you, and it does not include VAT, if applicable. The EPR Pay on Behalf service will be offered free of charge for the calendar year of 2023 to sellers who sell a product for the first time on Amazon.fr in a relevant category between 1 January 2023 and 31 December 2023 (both dates included). We will communicate the details of the charging process by May 31, 2023.
For reporting in respect of relevant sales in 2022, Amazon will not charge a service fee and will only charge back to your seller account the eco-contribution fees paid on your behalf. Learn more by visiting our Pay on Behalf page.

  
If you do not want to use Pay on Behalf, what should you do?

For the categories in which you do not want to use Pay on Behalf for your sales on Amazon.fr in 2023, you can submit a valid EPR UIN here before the last day of the quarter in which you want to stop using the service. For example, if you do not want to be included in Pay on Behalf for sales made in the first quarter of 2023 in Batteries in France, you need to submit a valid EPR UIN for Batteries in France by March 31, 2023 (i.e., the end of the first quarter of 2023). For your sales on Amazon.fr in 2022, the deadline for submitting valid EPR UINs and avoiding automatic enrollment in Pay on Behalf was January 1, 2023, for most categories, and February 10, 2023, for Packaging, Paper and Textiles.

If you do not want to use the Pay on Behalf service or register for your own UINs, you will have to stop selling EPR-applicable products on Amazon.fr. Amazon will continue to pay and charge you for all your EPR-applicable sales on Amazon.fr made before you remove your listing(s).
